Wordpress is very easy to install. It requires a MySQL database, and is written in PHP. It also makes adding themes and plugins very simple for non-programmers. It has lots of features like a WYSIWYG editor, easy page additions, blogrolls, comments, etc. If you know your MySQL login and host information, you can probably have this setup and running in under 3 mins.
